- This research is one study of domestic international issues, because the existence of policies at the local government level is one the influences of the international system. the city of Bandung has established sister city cooperation since 1960, there are 14 sister city cooperation from various cities around the world. During the reign of Ridwan Kamil came up with the concept of smart city. So it is interesting to discuss the implementation of the sister city cooperation in the city of Bandung in order to realize the concept of smart city. The concept of Sister City, Smart City, and Urban Development is used in this study with qualitative research and descriptive research types by collecting data through interviews and literature review in explaining the implementation of the sister city cooperation in Bandung in order to realize the concept of smart city. the result showed that the implementation of the sister city cooperation in the city of Bandung in order to realize the concept of smart city was by looking at the implementation of the sister city cooperation between the city of Bandung and Braunschweig (German), Fort Worth (US), Suwon, Liuzhou, and Seoul. The implementation of the sister city cooperation in Bandung was successful in order to realize the concept of smart city in the smart city dimension, i.e smart environment, smart society, smart education, smart health, smart surveillance, smart governance, and smart payment.
