- “Keluarga Berencana” Village is a village-level regional unit with certain criteria where integrate with KKBPK (Population and Family Development and Family Development) program. This sort of village also aim to improve the quality of life of families and communities. Village of Keluarga Berencana has 5 indicators of success that consist of 1.) Every family is able to carry out its functions optimally, 2.) The establishment of equality in Keluarga Berencana (KB) program, 3.) The availability of KKBPK service centers, 4.) Increasing of family participation in group activities, and 5.) The growth and development of "community cooperation" in the construction of the KB Village. The KB Village Program refers as one of the prevention programs on population and economic problems, one of which is poverty. Through this program a gradual change is seen in the good life of the KB family. This research use qualitative approach and descriptive type.The determination of subjects uses a purposive sampling technique. This study applies data collection methods using observation, interviews, and documentation. While the data validity technique uses source triangulation. This study uses the Instrumental Rationality theory from Max Weber as a theory analysis. This theory explain that a social action by a person is based on conscious considerations and choices related to the purpose of the action and the availability of tools used to achieve it. Beside it, the act of instrumental rationality shows that an action is taken based on conscious consideration and choice to achieve the goal. Likewise, the KB Village Program that is based on conscious considerations and choices to achieve the goal of overcoming poverty in the Kedampul Dusun and creating quality and prosperous small families.
