- Sidowayah community rose is a community that cares about people with special needs who were founded in 2009, social empowerment is an effort to motivate and encourage people to be able to explore their potential and act to improve their quality of life. The purpose of this study was to determine the role of the community in dealing with people with special needs in the village of Sidoarjo, Jambon District, Ponorogo Regency. This study uses qualitative methods with participant observational data collection techniques (participatory observation) and in depth interviews (in-depth interviews). This data collection is one of the simplest data collection in conducting observations and the most powerful of all data collection because researchers directly interact with the data source. Data collection techniques by observation, interview and documentation. The results of the research, the Sidowayah Bangkit community has 3 (three) empowerment efforts which are realized through 3 programs, namely (1) socialization to develop livestock empowerment process which the Sidowayah community rises in breeding livestock both cows and goats, (2) training in managing community livestock dung heightens the empowerment This can be done to people with special needs and (3) social assistance is an achievement to improve life so that what is needed can be implemented and to improve the quality of life.
