- Along with the increase in the population of forest land, agriculture and plantations are considered to have a low value compared to other land (non-agricultural). As a result, many agricultural lands, especially those around urban areas, have been transferred to non-agricultural land. This is not in line with the Bumiaji District area which is an agropolitan area. So that Bumiaji District needs policies that can regulate and control development in accordance with its functions and needs in order to remain an agropolitan area. Then the purpose of this study is to determine the process of policy formulation of Bumiaji District Spatial Planning (RDTR) and what factors are the obstacles. The method used in this research is qualitative method. Data collection techniques used are interactive consisting of observation, interviews and documentation. While the analysis techniques used are data reduction, data presentation and conclusion drawing. The theory used in this research is the process of compiling a policy agenda according to Anderson that sequentially consists of several stages, namely private problems, public problems, issues, systematic agenda and institutional agenda. The results of this study are the process of RDTR policy formulation through four stages namely coherently consisting of problem identification, scoping issues, choosing alternative policies and establishing policies. Meanwhile, the inhibiting factor in the process of formulating this policy is the difference in interests between stakeholders and asynchronous between planning and realization. With the RDTR policy still not being established, the researchers hope to accelerate the determination of the policy in order to make it easier for the city government to give permission to the community or capital owners in development activities.
