- The Character Education Reinforcement is a new government policy implemented in Primary School Kauman 1 Malang. Strengthening character in Primary School 1 Kauman Malang implemented through school culture is work group activities (POKJA). This activities cleaning and environmental care activities are included in the adiwiyata but, students have not been able to distinguish the type of rubbish. This research aims to (1) Describe implementation of strengthening character education through work group activities (POKJA) in Primary School Kauman 1 Malang. (2) Obstacles in describe implementation of strengthening character education through work group activities (POKJA) (3) The solution in resolve describe implementation of strengthening character education through work group activities (POKJA). This research used qualitative and descriptive research. Primary data source: headmaster, fourth-grade teacher as in charge, classroom teacher IV and V, student who follow work group activities which amounts to 24. This research done at 29 July 2019 to 2 September 2019. Data collection techniques used are observation, interview, documentation and field notes. Analysis of the data used is data collection, data reduction, data display and drawing conclusions. Checking the validity of the data using technical triangulayion and source triangulation. The results showed (1) implementation of strengthening character education through working groups at Primary School Kauman 1 Malang based on the determination of the schools vsion and mission, PPK values in accordance with the vision and mission, motto as the hallmark of the school, PPK schedules and regulations through work group activities, the values contained in the activities of the working group includes five character values namely religious, nationalism, independence, mutual cooperation and integrity. (2) obstacles encountered in the implementation of PPK through working groups is students are less responsible for their tasks, lack of land if they are going to plant on land directly and (3) the solutions provided with direct assistance and reprimand from the teacher, planting on a subtitude for land but with the same function. Suggestions are further research to use high-class student subjects without involving class VI.
