- Pandanrejo village, located in Bumiaji sub-district, Batu city offers some great potential in the field of tourism and agriculture. The livelihoods of villagers are farmers, traders, and laborers. However, among them there are still some people who do not know what the potential is in this village which is another alternative in improving village welfare. This condition is caused by the ability of human resources to support and manage potential in the village of Pandanrejo. So the government together with the village community took the initiative to establish BUMDes Raharjo as a breakthrough to overcome some of the problems in the village. This study uses qualitative descriptive method, with primary data collection techniques conducted through interviews and field observations. While secondary data through literature and documentation studies. the implementation of research and compilation of observations in this paper uses From Terry's theory of management which involves it divided into four parts, involving planning, planning (organizing), implementing (implementing), and controlling (implementing and controlling). This theory is used to further measure development planning in BUMDes Raharjo in Pandanrejo village, Batu. The results of research conducted by researchers indicate that the Village Owned Enterprises (BUMDes) Raharjo has not been too significant in influencing the Pandanrejo community, one of them is by seeing village budget funds that are not able to be absorbed to the maximum, and also seeing the role of stakeholders in managing BUMDes Raharjo still lacking, so that in the process of managing BUMDes to improve to the economy is still under development.
