- The study examines paradiplomacy carried out by the West Nusa Tenggara Barat Provincial Goverment with Hivos in tackling the energy problems of NTB region, with the cooperation in developing biogas in 2012-2018. This research framed with the concept of energy security, to help illustrate the importance of energy sources for the gobal community, and it framed with the concept of Single Themed Paradiplomacy proposed by Rodrigo Tavarez. According to Rodrigo Tavarez, the Single Themed Paradiplomacy is the cooperation of the Regional Goverment with foreign parties, with a focus on the field of cooperation. The purpose of this study is to illustrate how the NTB Provincial Goverment’s strategy in overcoming energy problems, through cooperation with foreign parties, namly Hivosand in accordance with the paradiplomacy guidelines. This research is a descriptive study that use qualitative analysis methods and it supported by data collection through litelature study, interviews as a source and referance. The results of this study, NTB Province has alot of natural resources, but its management has not been maxmized, due to lack of technology and human resources. In supporting the fulfillment of energy, the efforts of the NTB Provincial Goverment, namly by collaborating with Hivos, researches see that the presence of Hivos has a positive impact on economic growth in the region of NTB. The collaboratin between the NTB Provincial Goverment and Hivos provides positive feedback.
