  • This study discusses the ISIS terrorist group which poses a threat to the stability of security and international peace. The United States is one of the countries most threatened by the existence of this radical group. Because the existence of ISIS disturbs the strategic interests of the United States in the Middle East region, especially Iraq and Syria, both economic, military and ideological interests in the region. Therefore the United States under the administration of Barack Obama made foreign policy as a counterterrorism effort in dealing with the threat of ISIS. This research looks at how US foreign policy deals with ISIS by using the concept of foreign policy and counter-terrorism. This research uses descriptive method by collecting data based on literature study. The results of this study indicate that the US foreign policy facing the ISIS movement under the administration of Barack Obama consists of several fields, namely the fields of humanity, politics, cooperation strategies, and the use of military instruments. US foreign policy facing ISIS in the humanitarian and political fields uses a soft approach. While US foreign policy is facing ISIS through a cooperative strategy and the use of military instructors using a hard approach.
