- This research discusses the strategy of the Bandung city Government in urban governance through sister city paradiplomation. Bandung is one of the cities in Indonesia that is very active in implementing sister city paradiplomation. The city of Bandung chose the city of Seoul as a sister city partner in the development of smart cities in several fields, namely urban economics, urban planning, urban transportation modes, and e-government. The concept of Paradiplomation, Smart City, and Public Private Partnership is used in this research with a qualitative research method and descriptive approach that collects data through interviews and literature review in explaining the strategy of the City of Bandung in urban governance through the sister city of Bandung-Seoul. The results showed that the strategy conducted by Bandung City Government in urban governance through sister city cooperation Bandung-Seoul was to involve private parties from South Korea. The Bandung City Strategy successfully involved South Korean companies in the Bandung City urban governance project in the three dimensions of smart city, namely smart living, smart branding, and smart environment.
