  • The flood disaster gave an impact to the community of Sampang District, various damages had occurred, both infrastructure and social-economic conditions. Seen from the impact of the floods that occurred throughout 2017, the Regional Disaster Management Agency (BPBD) had a role in the implementation of the Rehabilitation and Reconstruction after the flood disaster in Sampang District. According to the post-disaster needs assessment (jitupasna) concept of the various programs being implemented, such as; the implementation of data collection on the housing sector, infrastructure sector, social sector, economic sector, and cross-sector. Descriptive research and qualitative methods were chosen in carrying out this research, describing the role of the Regional Disaster Management Agency in Sampang Regency, in its efforts related to post-flood disaster Rehabilitation and Reconstruction in Sampang District. The data were collected by using several techniques namely; observation, interviews and documentation. The data then analyzed by employing three stages of techniques, namely data reduction, data display, and decision making. The role of the regional government through the Regional Disaster Management Agency in the effort of post-flood Rehabilitation and Reconstruction is weak, the post-disaster needs assessment team has not been formed in accordance with the decree to the role of the BPBD which only functions as coordinator. The implementation of post-flood Rehabilitation and Reconstruction is carried out by the relevant technical implementation agency. So that the role being run is not in accordance with the existing guidelines. The implementation of post-disaster needs assessment does not yet have clear legality, even though the post-disaster needs assessment is an important point in the implementation of post-disaster response.
