  • The earthquake that occurred on August 19, 2018 resulted in damage to the settlement sector. The Disaster Management Budget allocated in the Sumbawa District Disaster Management Agency increased by 1.9% annually. The increase in budget did not make BPBD able to finance repairs to houses damaged by the earthquake. This makes the Sumbawa Regency BPBD request funding assistance to BNPB and the Central Government. The purpose of this study was to determine the responsibility of managing the disaster management budget in the residential sector, namely the repair of houses damaged by the earthquake. Home improvement funding comes from Ready-to-use Funds or BNPB DSPs that are transferred to BPBD. The existence of such funding assistance makes BPBDs capable of managing the budget so that the disaster victims can immediately repair their homes. This study uses a type of qualitative research that is described descriptively, data collection is done by interviews and field observations. The data that has been obtained will then be selected for use as research data. Based on Herbet J. Spiro's theory that good governance must prioritize responsibility in budget management by looking at responcibility as accountability, Responcibility as Cause and Responcibility as Obligation. The Sumbawa Regency BPBD includes a response to Budget Management for the repair of disaster affected communities. This is based on the BPBD's ability to conduct post-disaster needs assessments which form the basis for requests for assistance to BNPB and the Central Government. The Rehabilitation and Reconstruction Document serves as a guideline in the implementation of post-earthquake rehabilitation and reconstruction activities in the Sumbawa Regency. In this case the Sumbawa Regency BPBD includes caring for the victims of the earthquake disaster due to the acceleration in the disbursement of home improvement data. But the inadequate budget makes the Sumbawa Regency BPBD unable to use the budget that has been saved in the District Budget, so there is a need to increase the budget in the APBD adequate to support disaster management activities.
