- The Complete Systematic Land Registration Program is a policy of the Ministry of Agrarian / National Land Agency which was first implemented in 2017 simultaneously in the entire territory of the Republic of Indonesia. PTSL aims to accelerate the process of land registration throughout Indonesia and realize legal certainty for community land rights. The Batu City Land Office is one of the Governments which is also the implementing actor of the PTSL program. The research method is qualitative with use kind research of Deskriptif, by providing an overview of the implementation of the PTSL program itself. Primary data of PTSL research are in the form of observation and also interviews. While the technique of data collection is done by observation, interviews and documentation. PTSL research theory uses the policy implementation of C. Edward which in this study, the researcher will explain how the program is implemented using variables from Edward's theory and then the data is analyzed into patterns and concluded. PTSL has been carried out by the Batu City Land Office in Gunungsari Village, Bumiaji District, Batu City. PTSL problems have been in the form of a lack of Human Resources and public awareness regarding land registration.
