- Efforts from the government in order to maximize marine potential make Indonesia always strive to maximize the potential possessed by fishermen so as to make the marine facilities owned can fully support the implementation of marine culture. This effort can be maximized when the government can cooperate with fishermen in the use of operational facilities so that efforts to provide guarantees for the ability to explore the potential of the sea owned by Indonesia. The formulation of the problem in this study is 1) What is the effort of the Probolinggo City Government in developing the potential of the sea as a source of PAD? 2) What are the inhibiting and supporting factors in developing the potential of the sea as a source of PAD in Probolinggo City? The research objectives are 1) To know how the efforts of Probolinggo City Government in developing the potential of the sea as a source of PAD and 2) To know what are the inhibiting and supporting factors in developing the potential of the sea as a source of PAD in Probolinggo. The type and approach used in this study is qualitative and the technique of taking research subjects using purposive sampling. The results of the study show that the efforts of the Probolinggo City Government in developing the potential of the sea as a source of PAD by providing support to the community is one of the priorities in the management of potential strengths. Infrastructure development is an important and vital aspect to accelerate the national development process. Maximizing the technology system is a unit of components that are interconnected with boundaries and work together to achieve a set of goals. Supporting factors in developing the potential of the sea as a source of PAD in Probolinggo, namely the availability of information becomes an important matter related to the establishment or enhancement of the potential of the marine sector. The factor of blessing that is about employees is important in carrying out services, the physical aspect in this case is about the condition of road facilities or access to the location and the existence of budget constraints.
