  • This research is based on the case of the protests of Sadengrejo villagers against the construction of the Gempol-Pasuruan toll road (GEMPAS) in 2018. This case led to a crisis situation, so it had to be handled by the Public Relations division. From October 2018 to January 2019 a number of online media published reports about the demonstrations by Sadengrejo villagers, to ask for their demands to be realized. Responding to the incident, PT. Jasa Marga GEMPAS has not been able to realize the demands of citizens immediately, because there are procedures that must be passed by the company first. These conditions make residents furious at PT. Jasa Marga GEMPAS, until the residents take action reporting to the government of Pasuruan Regency. Departing from the case, the researchers conducted a study aimed at explaining communication management in the public relations crisis of PT. Jasa Marga (Persero) Tbk in handling conflict of toll road construction protests in Sadengrejo Village, Rejoso District, Pasuruan Regency. In this study, researcher used communication management theory explained by Emeraldy Cahtra and Rulli Nasrullah, namely communication management includes several stages consisting of planning, organizing, implementing, monitoring and evaluating. Researcher used a qualitative approach with descriptive type and basic case study research. Data collection method is done through interviews and documentation. This research was conducted at PT. Jasa Marga Gempol-Pasuruan (GEMPAS) in June 2019 until the data needed is deemed sufficient. While the technique of determining informants using purposive sampling. The results of this study indicate that PT. Jasa Marga GEMPAS carries out the stages of communication management in the Public Relations crisis in handling conflict protests over toll road construction by making plans to respond to the protests of Sadengrejo villagers, organizing members to help and support communicating with residents, realizing plans through implementing communication with citizens and coordinating with several parties to help carry out communication, clarify to a number of parties, as well as establish protective measures as control efforts. But the evaluation is only done informally, and finally doing collecting data related to problems that occur.
