- Beginner voters of Malang city election are aware of their rights to vote as their political behavior, however there is a public distrush becoming the problem that has to be faced by Malang General Elections Commission. The drop-off in the number of participants each year has a negative impact on the sustainability of democracy. Therefore, Malang General Elections Commission as the administrator strives to make the election an important momentum for beginner voters by doing a socialization of political education. This study used qualitative research method with descriptive approach, so that the explanation presented can be understood by the readers. The research data are primary and secondary sources. The study was conducted at Malang General Elections Commission and beginner voters in Malang as the participants. The results of the study showed the beginner voters used the Rational Choice approach which chose this as a profit-loss calculation product. They also paid attention to the candidates’ track records they think to have vote. First, they deplored the corruption done by the candidates of Mayor and Deputy Mayor in Malang 2018. Second, they were lack of trust in political parties. The last is administrative factor, some voters did not vote due to the problem of administrative procedures such as not having voter cards nor being registered as voters. Thus, Malang citizens’ participation gave an action not to elect a candidate for mayor who was entangled in a legal case, this was an answer to their disappointment with the performance of politicians, political parties, leaders and political elites in the election of Mayor and Deputy Mayor of Malang in 2018.
