- Since the enactment of Law No. 6/2014 on Villages regarding the development system which emphasizes to the existence of society involvement in all parts of development. This paradigm is known as participatory development which provides a great opportunity for the society to determine the direction of development in their environment, including in the part of infrastructure fulfillment. Wiyu Village is one of the villages in Mojokerto Regency that uses the society's participatory role in implementing development in the form of involvement in making decision through deliberation forums and the implementation of development itself. However, the involvement of the society in the development is still not optimal until now, it can be indicated by many society proposals that are not realized in development and the emergence of conditions in which the society acts in groups without village government intervention in one of the realization of development that is needed by the society. The purpose of this study is to determine the participation of Wiyu villagers, Mojokerto regency in the involvement of society infrastructure development on development has been realized in the budget year of 2018. By using the theory of Yadav's level of participation, this study is expected to describe the extent of the level of community participation in infrastructure development that has been realized in 2018. Furthermore, the researcher using Keith Davis's theory to find out the forms of participation that the community provides as a form of community support for the development of the infrastructure. While the Soetrisno theory is used as the basis for measuring factors that influence community participation in development. The results of this study indicate that the majority of the level of village community participation in infrastructure development is relatively high, starting from the stage of decision making, implementation, monitoring and utilization of development outcomes. But at the stage of monitoring and utilizing the results in one of the developments it is still considered low because the development is fairly in line with the expectations of the village community. The purpose of this study is to be able to find out the level, form and factors that influence village community participation in village infrastructure development.
