- Pilkada is General Election of Regional leader and Deputy Of Area as one of alternative of guarantee reached it intention of implementation of Election of Regional leader area autonomy and realized it democratization in local storey. Though Election of Regional leader or direct Pilkada frequently is told more expressingly is strength of candidate popularity, but in fact democracy party in level the area also can become equipment explanation of map strength of politics party. In law No 32 The year 2004 Section 59 article 2 is mentioned that proposing of Regional leader candidate and Deputy Of Area is done through one doors namely political party or politics party aliance. Political Party law appearance in Election of Regional leader directly in politics party can register its (the cadre becomes Regional leader candidate the party can be reach 15% Local Parliament chair (DPRD) or 15% valid voice in legislative general election of which is entitled to submit candidate in Election of Regional leader. By paying attention to the explanation hence enthusiastic researcher to perform a research with title: Functional group Party Strategy in Winner Election of Regional leader 2007 ( Study in DPD Golkar Group Party of Batu Town). From above description formulated in two problem formulas between of what strategy Golkar Group Party Batu Town in candidate winner Walikota and Stone Acting Mayor at Pilkada Batu Town? What Factors cause failure of strategy Golkar Group Party in the winner Pilkada in Batu Town? Purpose of the research description of strategy Golkar Group Party Batu Town to in candidate winner Walikota and Stone Acting Mayor and identify factors becoming failure cause of strategy Golkar Group Party in candidate winner Walikota and Stone Acting Mayor at Election of Regional leader 2007. Research method applied is qualitative research method with descriptive research type. collecting file technique with interview, documentation, observation by using qualitative analysis. From result of research indicates that strategy done by party Batu Town that is firstly identification through strength mapping of party, both stipulatings of strategy with candidate network, coalition of party, third forming of success team, fourth of socialization and fifth is evaluation of strategy that is review result of pilkada, identification of factors influencing victory failure of Golkar Group Party. Result from this research can be concluded that though on paper based on calculation of party politics Golkar can win Pilkada 2007 with acquirement of 50,8% voice from result of it the coalition, but simply in to field. Is from result of research of this thing because of some things that: behavior of elector that is is not loyal at party, intern party flaring up with social jelaousy business, coalition of party that is is not grown on at member of party having coalition, socialization that is unproperly focused at special profession batches (farmer,merchant
