  • The purpose of the research is to analyze the implementation of the School Literacy Movement (GLS) policy and to describe the supporting and inhibiting factors in its implementation efforts. To find out the implementation, the researcher conducted a study on the Analysis of the Implementation of the School Literacy Movement (GLS) at the elementary school level in SDN 2 and 3 Pandansari, Ngantang District, Malang Regency. This research uses desciptive qualitative approach. The data collection techniques used are observation, interviews and documents. Analysis of the results of research data is done by data reduction, data presentation, and conclusion (data verification). The results of the study show that in general the implementation of the school literacy movement (GLS) fulfills 2 of the 4 aspects, namely the communication and resource aspects. While the obstacle aspects are aspects of disposition and bureaucratic structure. The main obstacle experienced in the implementation of the school literacy movement (GLS) is the unavailability of librarians and the involvement of parents in carrying out activities that are still lacking, and the establishment of the School Literacy Team (TLS). Efforts to overcome the obstacles in the implementation of the school literacy movement (GLS) include involving students in the addition of literature, the appointment of teachers as library staff.
