- The Balanced Scorecard is a management, measurement and performance control tool that can help companies translate their vision and strategy into action by utilizing a set of financial and non-financial indicators. There are four aspects measured in the Balanced Scorecard (BSC), namely financial perspective, customer perspective, internal business process perspective, and growth and learning perspective. This study aims to find out how the performance of Regional Drinking Water Companies (PDAMs) uses the Balanced Scorecard concept. Identification results based on the Balanced Scorecard method formed 17 KPI (Key Performance Indicator), consisting of 4 KPIs on financial perspective, 3 KPI on customer perspective, 7 KPI on internal business process perspective, and 3 KPI on learning and growth perspective. Based on the results of performance measurement using the Balanced Scorecard Method and the overall Objective matrix, the index of performance achievement in Blitar City PDAM is categorized as Enough or yellow with a performance score of 7.37.
