From interview and observation which has been done, obtained data that phenomenon PSK in Surabaya experiences improvement every year his its, and form of authorities from each element involving in by Law No. 7 The year 1999 has run as its the function. Its the conclusion by Law No. 7 The year 1999 has been executed, but unable to touch activity of PSK in Localization, the thing shows that Government of town Surabaya still legal of prostitution area, and this by Law only me at PSK operating in taking the air and cafes. So if really government wish to vanish immorality, hence phenomenon PSK lessened must with interest increases the role of related parties, especially On Duty Social with LSM, through effective way, without having to overrules importance of vinicity people.
