- This study aims to determine what factors cause violations of Article 8 paragraph 1 letter (a) Regional Regulation (Perda) of Tuban City No. 16 of 2014 concerning Prohibition of producing liquor, how to implement enforcement of Article 8 paragraph 1 letter (a) Regional Regulation (Perda) of Tuban City No. 16 of 2014 concerning Prohibition of producing liquor as well as the role of the local community, and what are the obstacles to enforcement of Article 8 paragraph 1 letter (a) Regional Regulation (Perda) of Tuban City No. 16 of 2014 concerning Prohibition of producing liquor and how to overcome it. This research was carried out at the Tuban City Police Station and the Pamongpraja Police Unit Office (SATPOL PP) because the two agencies had the authority to supervise and control the business people who founded the Alcoholic Beverage Factory as well as suppliers or who traded alcoholic liquor. All data collected both primary and secondary were analyzed using qualitative descriptive analysis and then presented descriptively, which explained, described, and described according to the theme of the problem. Based on the results of the study as written by the author, it can be concluded that: 1) Factors that cause the violation of Article 8 paragraph 1 letter (a) Regional Regulation (Perda) of Tuban City No. 16 of 2014 concerning Prohibition of producing liquor, which is due to lack of legal awareness in the implementation of Regional Regulation (Perda) of Tuban City No. 16 of 2014. 2) Implementation of enforcement of Article 8 paragraph 1 letter (a) Regional Regulation (Perda) of Tuban City No. 16 of 2014 concerning Prohibition of producing liquor and the role of the local community, related to the implementation of enforcement which is usually the party responsible for holding joint or sweeping operations carried out by the SatpolPP, Polri, TNI, and the local community. And usually do 3 (three) actions, namely Pre-Emptive, Preventive and Repressive. 3) Constraints to enforcement of Article 8 paragraph 1 letter (a) Regional Regulation (Perda) of Tuban City No. 16 of 2014 concerning Prohibition of producing drinks because at the time of application of Article 8 paragraph 1 letter (a) Regional Regulation (Perda) of Tuban City No. 16 of 2014 concerning Prohibition of producing drinks of Legal Knowledge for residents of Tuban community is not maximal so that it does not really concern the prohibitions that have been explained in the Regional Regulation (Perda) of Tuban City No. 16 of 2014.
