- Growing number of informal sector street vendors in the city of Malang, raises an issue that dilematis, on one side of the sector is small community supporting the economy, but on the other hand its existence gives rise to many problems, especially with regard to public order offences. This research was conducted to find out the how setting and implementation coaching sellers conducted by Hapless City Government related services especially in the service of the Market town of Malang, as well as any barriers faced by Poor City Government related services i.e. in particular The Markets of Malang and in order to provide solutions in applying article 3 paragraph 1 of the Regulation Region of Malang number 1 in 2000 about the arrangement and construction of street vendors in the city of Malang. Research carried out using this type of empirical research that in solving that will be discussed, based on the regulations by linking the fact that occur in the field included in the community with the aim of seeking and knowing the implementation of article 3 paragraph 1 of the Regulation Region of Malang Number 1 number 3 point b in 2000 about the arrangement and construction of street vendors.
