- Children are the stages of human development that are essentially different from ordinary humans. Therefore, in the process of punishment, of course it must be distinguished, both the place, the guidance system and the implementation of its rights. In law No. 11 of 2012 concerning the juvenile justice system, it explicitly regulates a different child development system with adult funds. The main problem is how ineffective the implementation of the Criminal Procedure for children in a special coaching institution for class I Blitar, because in its implementation there are still obstacles. In connection with efforts to explore this problem, the author has conducted a series of studies and analyzed them in descriptive form. The results showed that in principle the development of children at the Blitar Class I special training institution took place ineffectively, although there were efforts to accommodate various children's needs, barriers encountered in fostering children included fostering a place with adult prisoners, limited LPKA officers, limitations LPKA facilities and infrastructure and limited understanding of the rights of the assisted children in LPKA.Child development held in LPKA consist of the provision of opportunities for education, skills and various rights as stipulated in the law in the process of writing this thesis. The method used is descriptive by using legal research that is normative and empirical, through qualitative analysis supported by quantitative data to take a comprehensive conclusion.
