- Flying vehicles as a means of transportation is one component that is very important for the development of any economic, social and agricultural activities related to the development of people and / or goods from one region to another in a relatively short, efficient and effective time. This research formulates the problem of how to enforce the law and the application of sanctions to vehicle users who do not meet the appropriate / roadworthy technical requirements and what are the obstacles or inhibiting factors and supporting the implementation of law enforcement efforts. This study used a juridical sausage method. The source of primary data is obtained from the field and secondary data sources from library materials, literature, librarians, books, and others. Direct observation to the research location at the Transportation Office of Pamekasan Regency as a place for primary data collection. Then the results of the research data were analyzed qualitatively. Based on the results of the research, it was proven that it could not be shown letter kir, sim, stnk. In conclusion, the community is not feasible about vehicles that are not roadworthy. Suggestions, the need for guidance and counseling at the Department of Transportation.
