- This research was conducted in the Kromasan Village, Tulungagung Regency. The title of this research is "Empowering Women Based on Participation through Productive Economic Enterprises in the Kromasan Village of Tulungagung Regency". This research uses Max Webber's social action theory. This study uses a qualitative approach and uses descriptive types. Location in Kromasan Village, Ngunut District, Tulungagung Regency. Research subjects were determined using purposive sampling technique. The technique of collecting data on observations, interviews, documentation, data analysis techniques is written with a reduction analysis model, drawing conclusions. The results of this study: 1) the implementation of women's empowerment programs through productive economic efforts carried out in several activities, including: a) learning process about fish processing, b) training in processing crispy fish (catfish, catfish, mujaer), c) training in making souvenirs, d) Jasmasni health activities (gymnastics), e) health services for non-communicable diseases. 2) Community participation in women's empowerment activities is in the form of energy, cash, and ideas. The constraints of community participation in the implementation of empowerment empowerment, namely: a) work, b) time, c) the learning process is not evenly distributed. The conclusions in this study are as follows, 1) Implementation of women's empowerment programs in Kromasan Village 2) Community participation in participating in women's empowerment programs. Suggestions in the implementation of women's empowerment are the need for wider dissemination to develop women's empowerment programs.
