- Children who use narcotics in Malang City show high and alarming numbers. Rehabilitation in response to the many children who use narcotics who are addicted. Rehabilitation carried out by the City of Malang BNN against children experiences a number of problems, especially the fulfillment of children's rights that have an impact on the success of rehabilitation. The purpose of this study was to determine the implementation of rehabilitation by the City of Malang BNN against narcotics addicted children, especially the fulfillment of the rights to children. Issues that will be examined in this study include how the mechanism of the National Narcotics Agency in Malang in the rehabilitation process for children in handling and fulfilling children's rights and how are the rehabilitation constraints for children in Malang in accordance with the Child Protection Act? The research method in this paper is field research, which is research conducted directly to the object of research. This study obtained the results of the implementation of rehabilitation by the City of Malang BNN still experiencing problems, especially still not fulfilled some of the rights of children. The following results were obtained, the obstacles found in the implementation of rehabilitation by the Malag City National Narcotics Agency were caused by children who were rehabilitated and by the National Narcotics Agency themselves because of the lack of supporting facilities for implementing rehabilitation.
