- Since 2011, Syria has experienced an internal conflict involving civil society demanding the resignation of Bashar Al Assad as president of Syria. This conflict caused hundreds of thousands of civilians to die and up to 2015 more than 5 million Syrians left the country as a refugee. Germany is one of the destinations for Syrian refugees. At this time, Europe was then wracked with the issue of the crisis of Syrian refugees This study discusses the reasons for implementing the Open Door Policy for Syrian refugees in Germany during Angela Merkel's reign. This research is a descriptive study which is analyzed using the theory of adaptive model of foreign policy. The data in this study are based on library data such as books, journals and other publication sources. Based on the analysis of the authors, it shows that the German open door policy is based on two reasons, namely the external reality of displacing refugees in mainland Europe, the inhospitability of the Middle East for Syrian refugees and the internal reality of low birth rates and support from the Merkel pro-government parties.
