- diversion is the transfer of settlement of child cases from criminal justice processes to processes outside of criminal justice, but what has happened so far is that the implementation of diversion by investigators is less effective due to lack of understanding of investigators regarding settlement of child cases especially the application of diversion. this study formulates the problem of the process of implementing Diversion in Tulungagung, primary data sources are obtained from the field and secondary data sources from documentation and legislation - invitations and data collection techniques in the form of interviews with respondents and direct observation to the research location at Tulungagung police station as the place for primary data collection, then the data from the research results were analyzed qualitatively. Based on the results of the study obtained data on the process of implementing Diversion at the Tulungagung Police Station: the implementation of investigators saw Law number 11 of 2012 concerning the juvenile justice system, but in the investigation process there were still many investigators who did not have special expertise in handling child cases. Conclusion, the efforts made by investigators at the PPA Unit in the implementation have not been effective because there are still many who do not yet understand the concept of Diversion, the obstacles faced (a) People who do not understand the process of Diversion (b) there is no specific space Diversity (c) Lack of numbers Polres personnel in PPA Unit (d) BAPAS. Suggestion, the need for cooperation of related parties, especially the government of Tulungagung Regency.
