- Addict and victim of narcotics abuse should be rehabilitated in accordance with the Article 54 of Act Number 35 Year of 2009 about Narcotics. However, in reality there are still many addicts and victims of narcotics abuse in Palangka Raya who have not got their rights to carry out the rehabilitation process properly. Therefore, the author discusses three problem formulations, as follows: How is the effectiveness of Article 54 of Act Number 35 Year of 2009 about narcotics related to rehabilitation of addict and victim of narcotics abuse in Palangka Raya, What are the procedures and rehabilitation requirements for addict and victim of narcotics abuse by the National Anti-Narcotics Agency of Palangka Raya, and What are obstacles faced by National Anti-Narcotics Agency of Palangka Raya in implementing rehabilitation. The research method in this paper was sociological juridical research, data collection techniques was conducted through interviews, documentation and literature studies. Based on the study result, the author concluded that the existing rehabilitation in Palangka Raya did not work effectively, because there were many people who did not complete their rehabilitation period. The lack of officers of National Anti-Narcotics Agency of Palangka Raya was also the main reason for the ineffectiveness of existing rehabilitation. Thus, what was the right for people to get a cure from narcotics through rehabilitation could not work well.
