- This study aims (1) to determine the position of the legislative function of female members in the DPRD Kota Batu for the period 2014-2019 in determining public policy; (2) Factors that hamper the implementation of the women's legislative function in the DPRD Kota Batu 2014-2019 period in determining public policy because in terms of relatively small numbers compared to the male council, female councilors in the DPRD Kota Batu in the 2014-2019 period only totaled 6 (six) out of 25 (twenty-five) total members of the council in the DPRD Kota Batu for the 2014-2019 period. This research method uses qualitative research and uses a phenomenological approach carried out in the DPRD Kota Batu from April to May 2019. The research subjects include all female legislative members as well as several male legislators from DPRD Kota Batu for the 2014-2019 period. Data collection is done through direct observation, documenting activities and conducting interviews together with informants. The procedure of data analysis is through stages ranging from data collection, data reduction, data presentation and drawing conclusions or data verification. The data validity technique uses the source triangulation procedure. The results of the study show that: (1) female members in DPRD Kota Batu in the 2014-2019 period had the same position as male councilors, this was seen in carrying out the legislative function between women and men having the same involvement in the position and role the same in the involvement of voicing opinions even from different commissions and bodies. (2) Factors hindering the implementation of the legislative function are misunderstandings between members of the council and the public regarding the content of the perda content, misunderstandings between legislative members and executive members, time constraints, and very prominent political interests among members of the council
