- This research aims to find out about the regulation of the rights and obligations of foreign vessels entering Indonesian waters, and the legal rules governing the rights of foreign ships entering Indonesian waters, from the side of international sea law and Indonesia national marine law, as well as monitoring and enforcement activities. Law carried out by the competent authorities and related institutions in taking action against foreign vessels that have committed violations in the Indonesian territory. In writing this thesis the author uses descriptive qualitative research methods using sources of legal material that have been collected that are closely related to the research conducted, to be analyzed and described from the data obtained both primary and secondary about the act of the sea. Based on the results of the research conducted, it can be concluded that the rights and obligations of foreign vessels crossing Indonesian waters are regulated in international sea law and Indonesian national sea law, and foreign vessels that cros Indonesian marine teritory must submit to and respect existing regulations in Indonesia, and vice versa Indonesia an an archipelago that has a vast sea must also respect the rights of foreign vessels that want to cross Indonesian marine teritory. However, in Indonesian laws and regulations there has not been a clear regulation of legal sanctions against foreign vessels that violate the rights of sea lines in Indonesian marine teritory.
