- This study aims to find out (1) describing the Performance of the Village Consultative Body (BPD) in channeling the aspirations of the community in Bantaran Village, Bataran District, Probolinggo District; (2) the performance barrier of the Village Consultative Body (BPD) in channeling the aspirations of the community in Bantaran Village, Bataran District, Probolinggo Regency; (3) the solution to overcome the obstacles of the BPD in channeling the aspirations of the people in Bantaran Village, Bantaran District, Probolinggo Regency. he research method used qualitative descriptive conducted at the Village Office and Bantaran Community in January 2019 until May 2019. The subjects of the study included the head of the BPD village of Bantaran, the village head of Bantaran, and community leaders in the village of Bantaran. Data collection is done through direct observation, documenting existing activities and conducting interviews with informants. Data were analyzed through the stages of data collection, data reduction, data presentation, and conclusion drawing. The final stage is to test the validity of the data using the source triangulation procedure. The results in this study indicate (1) The Performance of the Village Consultative Body (BPD) in channeling community aspirations in Bantaran Village, Bataran District, Probolinggo District, not in accordance with Law No. 6 Article 55 of 2014 concerning villages. (2) Village Regulatory Agency (BPD) performance inhibitors in channeling community aspirations in Bantaran Village, Bataran Subdistrict, Probolinggo District, is that there is no decree (SK) for BPD management, does not know its main tasks and functions, prioritizes daily work compared to BPD . (3) the solution to overcome the obstacles of the BPD in channeling the aspirations of the people in Bantaran Village, Bantaran District, Probolinggo District, motivating BPD members, facilities and infrastructure, and human resources.
