The Islamic Centre construction conflict originated from the vision and mission of the Regional Government to make changes to the square physically and functionally through the construction of the Islamic Centre in Gresik Regency. The development program received rejection from the community who were members of the Gresik District Cultural Care Community Alliance Forum). This conflict is based on the disapproval of the construction of the Islamic Centre in the central square because Gresik Square is one of the cultural heritage sites and Green Open Space. The research method used is descriptive qualitative. Data collection techniques through interviews, documentation and field observations. The subjects of this study were the Gresik District Public Works and Spatial Office, Gresik Regency Cooperative, Industry and Trade Office, Gresik Regency Cultural Care Community Forum Alliance, Representatives of the Democrat Youth Council, Representatives of the Ansor’s Youth Movement Gresik Sub district and Mr. Kris Aji as Cultural and Historian of Gresik Regency. This conflict resulted in changes in the physical and functional aspects of Gresik Square. Gresik Square is no longer a cultural heritage site and Green Open Space. The public space turned into just a building in the middle of the city without historical and recreational value. Not only that, this conflict resulted in Street Vendors who had previously traded in the square area relocated to inappropriate places. Resolution is carried out using compromise, mediation and adjudication but still does not resolve existing conflicts. The lack of awareness of the local government, triggering further conflict, namely the arrest of activists of the Alliance was then criminalized because it was considered to disturb the running of government programs and to damage public facilities during demonstrations. The government also considered relocating inhumanely to Street Vendors of Alun-alun. This conflict will end if the Regional Government is pleased to negotiate or dialogue deliberations to realize the wishes of all parties without any sacrifice from other parties.
