- The Indian Ocean Rim Association orIORA is an international organization which consist of coastal countries that have direct borders to Indian Ocean. As its members Indonesia was appointed as chairman of IORA and Indonesia used the opportunity with several interests of Poros Maritim Indonesia (World Maritime Axis)vision under President Joko Widodo's leadership in 2015 to 2017 period. This research aims to describe the strategy that Indonesia has built in its tenure at the IORA under the vision of the Poros Maritim Dunia vision using the concept of strategy and maritime diplomacy according to Christian Le Miere. The concept explains Indonesia's strategy in the IORA in overcoming threats together with strengthening Indonesia's maritime defense. The research uses descriptive research models and uses qualitative analysis techniques with methods of collecting data from literature. The results of the study indicate that the leadership of Indonesia in the IORA is able to get closer to member countries in maintaining maritime security. The form of maritime diplomacy carried out by Indonesia is actually designed to lead to the development of coalitions, namely cooperative maritime diplomacy.
