- Subak Babakan Bayu is a traditional farmer organization as a maintainer of autonomous rice field irrigation and supported by various facilities and infrastructure. In sociology, Subak Babakan Bayu is a social institution because it contains values, norms, laws, knowledge, beliefs, and struktures that are the foundation for carrying out organizational activities. In the midst of modernization in Bali, Subak Babakan Bayu still able to run functions such as the implementation of ritual activities, irrigation water managers, food security buffer, environmental and cultural conservation. A Subak Babakan Bayu consists of two religious people and made Tri Hita Karana as a guideline, making interesting to be researched. In this research, the problem formulation of how institutional system organization Subak Babakan Bayu. The purpose of this research is to understand about the institutional system of subak organization in Subak Babakan Bayu This research uses qualitative descriptive ethnographic methods. The location of research in Sangkaragung village, District of Jembrana, Bali. The technique of collecting data uses in-depth interviews, observations, and documentation study. Research subject determination techniques using purposive sampling. Data validity techniques use trianggulation. The theory used was the social system theory from Niklass Luhmann and the new institutional theory from William Richard Scott. The results of this research show that the institutional system of the organization Subak Babakan Bayu experienced several phases of development is in the time of Subak community in the collection of farmers, Subak experiencing value impact, Subak in industrial space, and reorganization subak. As for institutional-related, Subak Babakan Bayu has three basic elements namely regulation system, normative system, and cultural cognitive system. The regulatory system is awig-awig, perarem, and government regulation. The normative system is the norm of responsibility and fairness, while the cultural cognitive system is in terms of belief, tradition, and ritual. In the implementation, there are some obstacles but the social system is able to heal itself so Subak Babakan Bayu still exist.
