- Improving the quality of settlements is very important because many urban settlements are a slum, based on data on the preparation of prevention plans and improving the quality of urban slum areas in 2016, it is noted that Malang City has 29 distribution points of a slum area. The data, there are four very large urban areas, namely Kotalama, Bandungrejosari, Pandanwangi, and Tanjungrejo. This study will examine the Kotalama Subdistrict because it is classified as the slums. Qualitative research type with a descriptive and the determination of the subject is purposive, this study applies the method of data collection using observation, interviews, and documentation. Improving the quality of settlements aims to transform slum settlements into habitable settlements through the National Slum Upgrading Program (NSUP). The result is an increase in the quality of physical settlements, namely the improvement and construction of infrastructure, the implication of which is the emergence of a sense of reluctance, feeling of being confused and can reduce unemployment. Improving the quality of settlements through social handling is by socializing the importance of clean living, cooperating with "BKM Sejahtera" so that the handling does not feel stiff and by providing assistance. The implication is that the community of Kotalama Sub-District has experienced a change in behavior, namely those who previously disposed of garbage in the river have now been dumped in garbage bins, before defecating in the current river on public toilets built through the program.
