- Empowerment aims to empower individuals, groups and communities who are powerless, so as to be able to get a more decent life. This study aims to describe: How is the strategy for community empowerment based on local potential in Jabung District and the impact of empowerment on improving the social welfare of the people in Jabung District. This study used a qualitative approach with research subjects of the village library Founder and beneficiaries of the village library program in Jabung District. Data collection is done by observation, interview and documentation techniques. The techniques used in data analysis are data collection, data reduction, data presentation, and conclusion drawing. Triangulation is used to explain the validity of data using sources. The results of the study showed: (1) Community empowerment through the village library Program which was conducted by the State Lantern village library was an empowerment strategy using the Development Of Community approach, namely the community becoming actors who played a role in the empowerment process. The approach taken by GBLN here is to use the Macro approach. Besides the GBLN empowerment strategy through 7 stages of the process, namely the stages of preparation, assessment, planning an alternative program or activity, formulating an action plan, implementing evaluation and termination. (2) The impact of community empowerment on improving social welfare in Jabung District includes; (a) increasing interest in children's learning, (b) returning social community function, (c) economic improvement, (d) distribution of ex-Punk child labor, and (e) Waste Bank in Sukolilo Village.
