- This legal article explains the problems related to business licenses for alcoholic beverages in Indonesia, especially traditional alcoholic beverages. Aim to find out and review procedures for granting business licenses and obstacles in obtaining business licenses for producing, distributing and selling traditional alcoholic drinks according to Article 15 Paragraph 2 of East Sumba Regency Regulation Number 5 of 2014 concerning Control and Supervision of Production, Breeding and Selling of Beverages Alcoholic. The research method used in this legal research approach method is that in this study the researcher uses an approach method The method used is sociological juridical, meaning a study conducted on the real situation of the community or community environment with the intention and purpose of finding facts (fact-finding), which then leads to identification (problem-identification) and ultimately leads to problem-solving. Based on the results of the study, related to the procedure for granting business licenses, violations were still found and many did not have business licenses in producing, distributing and selling traditional alcoholic beverages, this was not in accordance with the regulations that had been made. Then related to the obstacles in obtaining a business permit, based on the licensing service mechanism, there are still many obstacles found in obtaining the business license. East Sumba Regency One Stop Investment and Service Office coordinated with the East Sumba District Civil Service Police Unit (Satpol PP) to control, the conclusion regarding the procedure for obtaining a business license has not been fully implemented properly. Related to the obstacles in obtaining business licenses there are still many obstacles found in the field. Requirements that are not met by the applicant are a factor hampered by obtaining a business license.
