- This research explained about the factor that influence China to launch One Belt One Road policy in respond to negative view towards China's economic growth and complex international situation. This research uses a constructivism approach within the framework of Alexander Wendt which explains how identity is able to influence the actions of a country. Furthermore, this research is a qualitative with explanative approach in which data collected through library research. The result of this research shows that Chinese value of harmony and also the principles and purposes of UN Charter constructed China identity socially as a responsible rising country. The foundation of identity is the interpretation of the situation that China is rising not as a threat. Instead, China wants to develop together with other countries to uphold global peace and development. These interests has prompted China issued One Belt One Road policy as an affirmation that China wants to be responsible.
