  • Scouts are one of the extracurricular activities that are carried out outside the learning hours which are seen as developing students' character. character is interpreted as a way of thinking and behaving that is unique to each individual to live and work together, both within the scope of family, society, nation and state like a leader. The research conducted at SDN Tunggulwuling 1 Malang aims to find out: (1) Scout extracurricular implementation in fostering the character and leadership of 5th grade students of SD Negeri Tunggulwulung 1 Malang. (2) constraints on the implementation of scout extracurricular activities in fostering the character and leadership of 5th grade students of SD Negeri Tunggulwulung 1 Malang. This study uses a type of qualitative research with a descriptive approach. The data sources are the principal, the scout teacher and students. Data techniques used to collect data from research results are interviews, observation and documentation. Data analysis techniques used data collection, data reduction, data presentation and conclusion drawing. The study was conducted on March 8, 2019 with 2 stages, namely the pre-field stage in the form of interview activities and field stages for data collection activities in the learning process. Leadership is a behavior with specific goals to influence the activities of group members. The results of the study indicate that: (1) The process of scout extracurricular activities fosters character and leadership. Bahawa Scout Ceremony Extracurricular activities, Line-marching, yells, Pioneering, Sepaphore and Campsites carried out contain the values of Religious, Nationalist, Independent, Mutual Cooperation and Integrity. (2) Constraints of Scout Extracurricular in Cultivating Character and Leadership, namely in students, students lack of awareness of the importance of extracurricular in growing character. So scout coaches need extra energy and patience to guide students.
