  • The specific purposes of the current study were: first, to find out the roles and forms of social advocacy conducted by civil society in the education policy making; second, to investigate the factors which support and hinder the process of advocacy. The subject of the study was Forum Masyarakat Peduli Pendidikan (FMPP). This current study employed qualitative descriptive method. The data were obtained from interview, observation, and documentation. The technics of data analysis in the study were, data collection, data reduction, data presentation, and conclusion. The results from the study showed that the roles of Forum Masyarakat Peduli Pendidikan (FMPP) were as educators and negotiators along with the policy makers. The forms of advocacy used by FMPP was legislative advocacy, which aimed at affecting particular policy. The factors that hinder the process of advocacy found in the current study were divided two factors, those were internal and external factors. Internal factors such as lack in the organisation management, personal matters, lack of organization regeneration, and lack of human resources. External factors such as, nonlegal organisation, lack of support from society. However, there were also internal and external factors that support the advocacy process such as high awareness of FMPP members, most of the member were aged 60-70 years old which had less responsible to their family. The external factors such as supports from academic practitioners and others education stake holders. The conclusion of this study showed that the roles of FMPP were as educators and negotiators. The forms of advocacy used by FMPP was legislative advocacy and referred to democratic policy formulation. There are two factors that could hinder and support the process of advocacy, those were internal and external factors.
