- The overall development of the Genilangit Tourism Park can empower Genilangit residents as a whole. Besides being a center for community activities, the Genilangit Tourism Park is an icon of the Genilangit village. The absorption of local labor is the strength of the park which is directly able to reduce unemployment from Genilangit village. Initially initiated by the initiator named Edi who was able to initiate citizens to produce one tourist location as a manifestation of people's creativity. Against the background of the slow pace of local government in helping citizens to develop regional potential, Edi and his coral tarun group were able to mobilize all citizens independently to build the Genilangit Tourism Park. Capitalizing on strong social capital can make citizens aware of the potential that can be developed. This research is a qualitative descriptive study. Sources of data from this study were obtained through observation, interviews and documentation. The sampling technique is done by purposive sampling. Data analysis was carried out using an interactive analysis model consisting of data reduction stages, data presentation, and conclusions. This research was conducted in the Genilangit Tourism Park, Genilangit Village, Poncol Subdistrict, Magetan Regency. The implementation of empowerment by carrying out various programs that have been run is good. The aspect of citizen participation is very maximal because all citizens participate both physically and psychologically. The absence of obstacles in the development process has made perfect empowerment in the village of Genilangit. The Genilangit village community is low in HR but in participating and the level of creativity is able to be combined to produce the Genilangit Tourism Park which is able to improve the welfare of citizens. The Genilangit community looks perfect coupled with the values and norms that have run well in the community formed since the days of their ancestors.
