- Malinau’s river has important roles in many aspects of life. For Malinau’s society, river is not only used to fulfill their living’s need, but also it is also used for transportation, economic and social function. However, industrial waste, clinical waste, and domestic waste have been still happening that bring unhealthy impact to Malinau’s river. To overcome this problem, in 2018 Enviromental Offices in Malinau Regency proclaimed “Program Prioritas” or “Environmental Degradation and Pollution Controlling Program” for supporting conservation program. The aim of this study is to describe the implementation of environmental degradation and polution controling program and its boundaries in normalization Malinau’s river from coal waste. This study used descriptive qualitative method. It is a study to examine social and phenomenon. To collect the data, the researcher used observation, interview, and documentation. The subject of this study was five informants which were determined by pusposive technique. To analyze the data, the researcher used a process of collecting the data, reducing the data, presenting the data, summing up the data, and verifying the data. The approach used to analyze the implementation of the energy conversation policy was a theory by George C. Edwards III. By this theory, implementation can be started by abstract condition and a question about the requirement to make the implementation policy success. According to George C. Edwards III, there are four variables in public policy: communication, resources, dispositions, and bureaucratic structure. The most vulnerable problem in coal mining is the environmental degradation including water and air pollution. From the study, the researcher found that the Environmental Offices in Malinau has designed programs to overcome this coal waste problem. It is expected that the permission to business enterprise which is adhered by Province of North Kalimantan is given back to Malinau Regency so that the regency is able to execute with determined action for the coal mining company which do trespassing.
