  • This study aims to analyze the factors that influence the level of achievement and school enrollment rates, constraints in increasing enrollment rates, and the role of regional autonomy in improving the quality of education services. The approach used is a type of qualitative approach. Data collection in the form of interview data, documents, and observations. The research was conducted in Papua Province, namely in Merauke Regency. The results of the study: (1) Factors affecting the low school enrollment rate in Merauke Regency, namely access to education that is difficult to reach in remote areas, the availability of a limited number of teachers and their distribution is not evenly distributed, the welfare of teachers is still lacking, inadequate educational facilities in remote areas, the level of education of the community, and the slow attention from the government.
