- Governmental bureaucracy is an institution which runs the functions of public services, community empowerment and country development. This makes its existence is quite crucial in supporting the state administration system. Practically, the governmental bureaucracy has quite complex problems, namely the widespread of corruption acts and nonoptimal public services. Therefore, the efforts of the Central Government through the Ministry of Administrative and Bureaucratic Reform in fixing the problems are by implementing a Program of Integrity Zone Development, both at the central and regional levels. The program aims to create a corruption-free governmental bureaucracy and improve the quality of public services. This research uses descriptive qualitative methode. For collecting data, the researcher uses observation, interviews and documentation. The theory used in this study is the theory of policy implementation of the Edwards III model, which consists of several factors such as: communication, implementation, human resources and bureaucratic structure. The results of the study found that the Program had been implemented in the Regional Tax Service Agency in Malang. However, there are the some obstacles, specifically in the bureaucratic culture, human resources and public service systems. The researchers' suggestion is that there is a need for further innovation and periodic supervision of agencies as of the implementation of the program has maximum impact and good results for the implementation of bureaucratic reform, especially in Malang City.
