  • One of the goals of SWP establishment is to concentrate the development of a region. The existence of differences in comparative advantage in each region resulted in different economic growth in each district /city. Comparative advantage can be utilized local governments to determine what sectors should be developed in a region. This study aims to identify the leading economic sector of the regional development unit (SWP) and map the leading economic sectors in each region. The analytical tool used in this research is Location Quotient (LQ) and Shift Share analysis with research period from 2011-2015 using Regency / City PDRB and GRDP of East Java Province. The result of Location Quotient analysis shows that wilayang which has the most superior sector in SWP 1 is Surabaya with 12 base sector, Sidoarjo and Bangkalan with 4 base sector, Mojokerto regency with 3 base sector, Lamongan and Gresik with 2 base sectors. The result of Shift Share analysis shows that the region that has the most competitive advantage per sector is Lamongan regency with 13 competitive sectors and which has the least competitive advantage per sector is Bangkalan District with 5 sectors. While the region with the most regional specialties per sector is Surabaya City with 11 sectors and which has the least regional specialties by sector is Bangkalan Regency with 5 sectors.
