- Territorial claim’s issue on South China Sea involving some country such as China, Phillipines, Vietnam, Malaysia and Brunia Darussalam. ASEAN as regional organization on Southeast Asia take a effort to give a solution to that confllict. On 45th AMM ASEAN try to arrange COC in 2012 at Kamboja. However, Cambodia as a chairman can’t achieve agreement to make COC because Cambodia were refused the discuss about South China Sea dispute,# and for the first time since ASEAN founded ASEAN can’t make a joint communique. Cambodia’s rejection on COC give a lack of resolution to South China Sea conflict. Author in this research will explain the Cambodia’s rejection using Game Theroy Stag Hunt. This research is categorized as expalanatory research with documentation method of data collection and literature review. The result of this research tells that Kamboja’s rejection were driven by self-interest by Kamboja to get a maximal advantages and to avoid the risk. In Kamboja point of view COC could make RRT – ASEAN relation unstable.
