- Land registration is needed in order to provide legal certainty in the land sector for all the people of the Republic of Indonesia. This research takes the formulation of the problem is 1)How is the characteristics of absentee land in Langlang Village, Singosari District, Malang Regency 2) What are the obstacles in the bookkeeping process and the issuance of absentee land rights certificates in the PTSL program in Langlang Village, Singosari District, Malang Regency and 3) How is the solution in the bookkeeping and certificates issuance of the land rights to absentee land in Langlang Village, Singosari District, Malang Regency. This research is Socio Legal Research with data collected by observation and interviews with with related sources then analyzed using qualitative and descriptive methods. The final conclusion of this study is obtained the characteristic data of absentee land, in terms of: a.Land Location b.Profession of landowner c.Land History d.Land area, Land use and Land status e.System for managing agricultural land. Obstacles for absentee landowners in the PTSL program, that was before the absentee land could only be registered after the completion of the PTSL program in the adjudication area was completed and on the one side the farm owner is actively working but on the other side it is considered absentee. The solution in certifying absentee land certificate is: a.Sell the Land or b.Move Domicile. The suggestion that the author gives in to the Government to make related basic regulations to absentee land to change people perceptions about the absentee land by looking at the current technological developments in the form of a Government Regulation so that it is equal to the rules for controlling of agricultural land.
