  • This research discusses about the motive of defense cooperation between Japan and Indonesian in 2015, by answering the formulation of the problem “why did Japan under the leadership of Prime Minister Shinzo Abe conduct defense cooperation with Indonesia in 2015”. The purpose of research is to find motive in defense cooperation between Japan and Indonesia in 2015. The emergence of new power in global situation prompted a change Japan’s defense policy to protecting stability. Japan under the leadership of Prime Minister Shinzo Abe tried to build Japan’s military strenght through defense cooperation with Indonesia. This explanatory research uses “The Adaptive Model” of the theory of foreign policy presented by James N. Rosenau. The analysis results according to the adaptive model, there are external factors and internal factors that influence Japan to issue a defense cooperation policy with Indonesia in 2015. The external factors are competition between China and the United States, the alliance of Japan and the United States, and China's military aggressiveness in the East China Sea and the South China Sea. Internal factors are Shinzo Abe's efforts to revise article 9 and leadership (idiosyncratic) of Prime Minister Shinzo Abe.
