- Crime is the most troubling thing in all legal countries. It is possible that crimes will continue to exist and develop according to the era. This research examines the technical authority of an investigator in resolving a bank costumer theft crime. The research method used in this research is juridical empirical, which analyze the data with a comparison of the substance of the Criminal Procedure Code (KUHAP). The data obtained in a form of written file and information on the role of an investigator in resolving a bank costumer theft crime from one of the investigator who oversee the arrest operation. Not only comparing the data with the Criminal Procedure Code (KUHAP), the data also compared to several other legislations such as the Law on Police and the Law on Banking as well as theories of legal effectiveness which interrelated with several experts. From the results of this study there are several investigative authorities that have not been fully carried out due to constraints of external and internal factors. The first task of a work activist is to apply a theory to a practice in the real life, it also relates to the role of the investigator to carry out his role based on applicable rules, as in the SOP section 7 verse (1) of the Criminal Procedure Code (KUHAP) that are interconnected each other. Besides the relevance of SOP and KUHAP, there are comparisons that arise from several statutory regulations to the theory of legal effectiveness according to some experts and suggestions according to the author's view of this study.
